Colonial Governments in future consideration of the problem of

financing development in their territories. It may be that it

will be considered desirable to give an explanation on the above

lines to the Legislatures in certain territories. I would have

no objection to this course, provided no mention is made to the

Legislatures of specific impending developments such as Malayan

and East African loans.

Fiji, Jamaica, and Malta.
